Withrow earned a bachelor's degree in English from the University of Findlay in Findlay, Ohio, in 1992. After spending several years in the workforce, she returned to school and earned a master’s degree in English from Bowling Green State University in Bowling Green, Ohio, in 1997. Withrow served as the executive director and associate provost for Virtual Learning at HACC, Central Pennsylvania's Community College, from 2012-18. Under her leadership, the online unit experienced notable enrollment growth while improving the academic success of students taking online classes. Throughout her 14-year tenure at HACC, Withrow has developed and taught a variety of online English and humanities courses. She also has participated in a wide range of projects, including establishing Centers for Innovation and Teaching Excellence at each the College’s campuses, serving as a member or chair on additional college strategic goal initiatives and chairing department assessment committees. Withrow was the keynote speaker at the fall 2011 Phi Theta Kappa induction ceremony and was selected for the College’s Leadership Academy. Withrow is now focused on forecasting future trends that will affect academia, business and societal interactions. She is writing a five-part series of essays on why systems languish in inefficiencies despite the efforts of good people..
